I don't see why it is denied that Vegeta can control his battle power in the saiyan arc. It seems pretty clear cut here that he can control it at will.

Vegeta says he will show Goku his power, meaning that he is the one in control.

He can but he can't suppress it to power level as low as 5 for example so that that other people can't sense him

It's never said how much Vegeta could suppress. He can put it pretty low though since it's only through Vegeta bossing around Nappa that lets them know Vegeta is stronger than Nappa.

But he mentions on namek to I forget who that he learned about suppressing his power level to almost nothing from the earthlings

I guess it could be argued he'd been practicing suppression since learning they could do it from the Raditz fight once they got to Earth. Maybe that's what he was doing while Nappa was fighting.

People are confusing the difference between amping the power of your attacks, and simply increasing ki.

Raditz was stunned that Goku and Piccolo were able to increase their power by concentrating their ki into singular points. This creates an amp in your attack, even if your own power doesn't increase over-all.

Vegeta was able to amp his Galic gun not even 2x, while Goku can amp his Kamehameha about 2x. Piccolo can go even higher than that with his Makankosoppo.
Tenshinhan is seen to have the largest amp with his Kikoho. I'm not sure on how much it is, but he was able to hold back semi-Cell despite him being way behind in power.

And Vegeta didn't really learn full suppression until he was on Namek, after he'd visited Earth.

Vegeta showed the ability to do both though. His galick gun could match 3x kaioken Goku's kamehameha through amplification and the Z fighters couldn't tell Vegeta was stronger than Nappa at first even with ki sense abilities.

Cause at that moment their skills in ki-sensing were not fully developed. Thus they were not able to tell who is stronger. About KKHx3 Goku was already damaged here so I don't think that his KKH would have a power level of 24 000.

They can raise their ki and amp attacks, but they can't do it on will. They do it because that's what the body is capable of.

Then why was it happening whenever they wanted it to? They powered up when they wanted and charged attacks when they wanted.

But even if he did, there seems to be a natural amp to high level ki attacks.
Vegeta's Galic Gun was only amped 33% from his base, as opposed to Goku, who can amp his Kamehameha at least 200% from his base.

Personally, I give Vegeta's attack the same amplification as a Kamehameha (specifically the one we have numerical values for vs Raditz... slightly rounded).

Stack them, though not completely... basically under the belief that the mental & physical stress resulting from Kaioken would weaken any attempt to stack an amp on top of it.

Something like:
(KKGoku x KKAmp) / 1.3333 = Vegeta x GGAmp
